Proman is a global leader in methanol, fertilizer and other natural gas derived products. At our facilities in Trinidad, carbon dioxide that is generated during ammonia production is captured and reused in the manufacture of methanol and urea, helping reduce emissions and improve resource efficiency. This approach informs how Proman GPO is planning and developing its environmental management approach in Mexico, including future opportunities for efficiency and circular practices once the plant is operational.

Proman GPO is backed by Proman, a top ten global nitrogen fertilizer producer with three ammonia plants and 1.9 million tonnes of annual capacity. This experience strengthens our work to support Mexico’s farmers and fertilizer supply.

Why a petrochemical project in Sinaloa?

Access to natural gas in Sinaloa paves the way for the development of the petrochemical industry. Mexico currently imports around 80% of the ammonia it consumes, and in 2024, it imported 3.7 million tonnes of nitrogen-based fertilizers*. Once operational, Proman GPO will help reduce import dependency by over 70%, making high-quality ammonia available locally and contributing to Mexico’s agricultural and food self-sufficiency.

With an initial investment exceeding USD 1.6 billion, Proman GPO is building the most modern and safest fertilizer plant in the world, strengthening national supply, the agricultural chain, and regional development. The facility will be the largest merchant ammonia plant in Latin America with a production capacity of 2,220 MT/day when completed.

Why is the project located within a wetland conservation area designated as being of international importance under the Ramsar Convention?

The future plant is situated in an area that was already developed, with no vegetation or fauna, as verified by the Secretariat of Environment and Natural Resources (SEMARNAT) during the environmental assessment.

The project does not affect the ecosystem services of the Ramsar site nor interfere with migratory bird habitats. Proman GPO is implementing conservation programmes for species such as mangroves, dolphins, turtles, birds, and aquatic flora.

Globally and nationally, several industrial projects have been approved within Ramsar sites (for example, in Argentina, the Netherlands, Germany, and Mexico), provided they comply with regulations and environmental impact studies, as is the case with this project, which is supported by legal instruments and the Regional Environmental Impact Assessment (MIA).

What impact will the plant have on shrimp fishing and other species?

In an area previously affected by industrial activity, where conditions for shrimp habitat had declined, Proman GPO is supporting the recovery of the bay through water quality improvements, habitat rehabilitation and the restocking of blue shrimp. We also promote responsible practices during the closed season, the legally required period when fishing is paused to protect breeding and allow shrimp populations to regenerate.

What benefits will the project bring to the community?

The project will contribute to the local economy in several ways. It will create direct and indirect employment opportunities during construction and future operations, with a focus on hiring local talent and providing training so that people can develop long-term skills and careers.

It will also strengthen local supply chains by working with businesses in the region, encouraging the growth of small and medium-sized enterprises.

In addition, the project includes investment in public infrastructure and community programmes that support education, sports, fishing, health, cultural preservation and support for women. These initiatives aim to improve living conditions, reduce marginalisation and create opportunities for families in the region to thrive over time.

What environmental programmes is Proman GPO implementing?

Actions have been launched to restore the Santa María–Topolobampo–Ohuira lagoon system, with the involvement of conservation experts.

Programmes include flora and fauna monitoring, mangrove protection, conservation of migratory birds and marine species, and sustainable environmental management.
