The 2,200 TPD Ammonia Plant Project (APT) involves the construction and operation of an ammonia production plant located in Topolobampo, Sinaloa, which will supply ammonia to the region by road tankers and to the international market by ship tankers. The project comprises the following components:
- Ammonia Production Plant:
This includes the following elements:- Water intake and discharge system.
- Ammonia production plant.
- Gas pipeline.
- Ammonia pipeline to the loading facilities and to the PEMEX jetty.
- Natural gas metering station.
- Loading Facilities:
Installation for the distribution of ammonia by road tanker - Training Centre:
Facility for training personnel working on the construction project and those who will operate the plant. - Access Road:
Infrastructure providing access to the site where the Ammonia Plant, Loading Facilities and Training Centre are located.
Additionally, there are associated facilities, under separate ownership and responsibility, that
provide services to the project:
- PEMEX Jetty: Facility owned and operated by PEMEX, providing ammonia supply services to ship tankers.
- “El Oro–Mazatlán” Gas Pipeline: Facility owned and operated by CFE, supplying natural gas to the project.
Project Modifications
Throughout the life of the project, modifications have been made in order to enhance safety and reduce impacts. The main changes are outlined below:
Ammonia Plant – 2022:
- Modification of the gas pipeline route.
- Modification of the ammonia pipeline route.
- Modification of the water conveyance line.
- Modification of the power line.
Ammonia Plant – 2024:
- Modification of the water discharge point.
- Inclusion of additional water treatment infrastructure.
Ammonia Plant – 2025-1:
- Inclusion of the natural gas metering station.
- Modification of the route and diameter of the gas pipeline.
- Modification of the civil works related to the ammonia pipeline.
Ammonia Plant – 2025-2:
- Upgrade of the diesel backup power generator and improvements to the uninterrupted
power supply (UPS) system. - Modification of ammonia storage tanks.
- Modification of ammonia converters.
- Modification of alarm systems.
- Modification of the compressor house design.
- Modifications to stormwater and wastewater treatment systems.
- Modification of the flare system.
- Update of paving materials and specifications across different areas of the project in
accordance with new design requirements. - Update of the 115 kV transmission line route.
- Upgrade of electricity generation capacity.
- Update of the product list.
Loading Facilities – 2025:
- Redistribution of facility areas.
